WASHINGTON -- The Obama administration's new drug czar says he wants to banish the idea that the U.S. is fighting "a war on drugs," a move that would underscore a shift favoring treatment over incarceration in trying to reduce illicit drug use.
In July 2007, a citizen oversight panel accused then Seattle Police Chief Kerlikowske of repeatedly interfering in an internal investigation into the actions of a pair of officers accused of falsely arresting a drug suspect. Expert analysis of a video of the arrest at issue supported the allegation that officers had fabricated evidence. The NAACP called for his resignation over his handling of police officer misconduct accusations.
