He was referring to a strain of cannabis, where that type of cannabis originated, possibly back 100's of plus years ago.
Mostly it seems medical marijuana in California is being grown locally in the USA with seeds and clones from the USA. I grow Roma tomatoes in my back yard. Thanking the Italians for their tomatoes doesn't mean I bought them from Italy or that any money to produce those plants went to Italy!
